President Bush, speaking in Yuma today, said Congress must pass a comprehensive immigration plan that provides not only for increased border security but also grants some illegal immigrants already in the country a path toward eventual citizenship.

Granting legal residency or citizenship is not amnesty, as some critics have claimed, but "a rational way" to deal with the nation's immigration woes, Bush said in a speech to news media and state and local officials gathered at the U.S. Border Patrol's Yuma sector headquarters.

"I strongly believe Congress needs to pass a comprehensive immigration program," Bush said.
