8:37 p.m. February 1, 2008 ROSARITO BEACH – A top municipal police officer being investigated for participating in an assassination attempt of the city's director of public safety was taken into custody Friday by Mexican soldiers.
Jose Luis Lugo Baez had been serving as a deputy commander of Rosarito Beach's 149-member police department. According to a statement from Baja California's Second Military Zone, the policeman was taken into custody after soldiers searching his house seized a package of marijuana, chargers for automatic weapons, police uniforms, and numerous bullets.
Among the identification cards seized were a California driver's license with a Chula Vista address and a U.S. permanent resident card.
