JUAREZ -- The former chief of the Chihuahua state police's auto theft unit in Juárez was shot to death after his son's birthday party Sunday night in the town of Ascensión, state police said.

After the party ended, Victor Fabian Olivas Alarcon, 37, was putting a 2006 Chrysler into his home's garage when a group of men in a white Jeep Cherokee and a black Chevrolet Avalanche arrived and opened fire.
