New passport travel rules causing confusion in Baja

New rules going into effect Jan. 23 that require U.S., Mexican and Canadian residents to present a passport to enter or re-enter the United States at airports have thrown Baja California's tourism industry into a tizzy.

Although the new rules currently apply only to those arriving by air, many U.S. citizens living in Baja California or those planning to visit the region mistakenly believe they now must show a passport to enter and re-enter the United States through the land ports of entry.

Existing rules are expected to remain in effect for arrivals by sea and at land border crossings until June 2009.
