In his last report to the 8th District after 22 years in Congress, U.S. Rep. Jim Kolbe said the problems affecting Southern Arizona are a more intense microcosm of the problems Americans face as a whole.
Specifically, Kolbe cited Illegal immigration, sharp increases in the cost of health care and the future crush of entitlement programs as problems that are magnified in Pima and Cochise counties.
He laid out several ways to deal with these and other problems while also injecting a bit of humor in his last State of the 8th District speech at the Tucson Convention Center.
