Gov. urges clear rules in immigration bill

The Associated Press

A year after vetoing an immigration bill that included employer sanctions, Gov. Janet Napolitano says lawmakers are poised to consider legislation that should avoid creating "wiggle room" for violators.

Napolitano said federal legislation is likely later this year on the subject and that Arizona employers should have one clear set of rules. Otherwise, violators could claim they were complying with federal requirements even if they may not be following state rules.
