A wall won't solve America's illegal immigration problem. Neither will guest-worker programs.

But a combination of enhanced security plus more visas and other immigration reform could work, Arizona Gov. Janet Napolitano said last week in laying out a seven-point border plan before the National Press Club in Washington, D.C.

Napolitano spokeswoman Jeanine L'Ecuyer called the proposal the governor's "most comprehensive so far" and said it is hoped Congress will take it into account as it considers plans of its own. A measure could come to a vote before the end of the year.
