MERIDA, Mexico - President Bush's trip to Brazil, Uruguay, Colombia, Guatemala and Mexico was mainly a goodwill tour, an attempt to focus on a region that for the most part dropped off his government's radar after the Sept. 11, 2001, terrorist attacks.

It was also an attempt to counter the growing influence of Venezuelan President Hugo Chavez, a self-proclaimed socialist who has been doling out aid and cheap oil to Bolivia, Argentina, Nicaragua, Cuba, Ecuador and other countries.
