PHOENIX (AP) -- Lawmakers defeated a proposal Monday at the Arizona Legislature that would have prohibited Minuteman volunteers and other armed civilian group members from conducting patrols.

Critics said armed civilian patrols are dangerous because they assume the duties of law enforcement without having any of the necessary training. Defenders said the volunteers are performing a valuable service at a time when the government has done a poor job of border enforcement.

The proposal, rejected on a 3-7 vote by the House homeland security committee, underscored tensions on both sides of the immigration debate.
