TIJUANABaja California's new top federal prosecutor said yesterday he would work closely with other law enforcement agencies to crack down on kidnappers.

“I have been told that one of the worries is about kidnapping,” said Guadalupe Alfredo Becerril Almazán, 44, who was sworn in yesterday at the Federal Attorney General's Office.

The region's dominant drug trafficking group is the Arellano Félix cartel, which traditionally attempts to elicit the cooperation of top law enforcement officials through bribes or threats.

Other competing drug groups, taking advantage of a string of arrests of top Arellano leaders, have been making similar outreach efforts in recent years, putting some public officials in dangerous positions.
