A state lawmaker is pushing to put a wide-ranging immigration proposal on November's ballot, a tactic that Republican operatives predict could boost their party's chances in an election year.

Republican Rep. Russell Pearce of Mesa, the Legislature's leading advocate for limiting immigration, has been working for weeks with members of his party to forge an immigration bill that they could send to Gov. Janet Napolitano.

But now Pearce, who doubts the governor would sign the bill, is pushing to bypass the governor and take the issue directly to the voters.
