Providing the news from a different front but from a war that we must win as well! I recognize the poverty and desperate conditions that many Latinos live in. We, as the USA, have a responsibility to do as much as we can to reach out to aid and assist spiritually with the Gospel and naturally with training, technology and resources. But poverty gives no one the right to break the laws of another sovereign nation.

New Tijuana mayor picks public safety candidate

UNION-TRIBUNE

6:29 a.m. December 10, 2007

TIJUANA: An anti-crime activist who fought off an armed assault at his home last week is the leading candidate to become Tijuana's next public safety secretary.

Mayor-elect Jorge Ramos has named Alberto Capella Ibarra, 36, as his top pick for the position. Capella's nomination would have to be approved by Tijuana's new city council. Ramos' three-year administration began today.

Ramos named Julián Leyzaola, a lieutenant colonel on leave from the Mexican army, as his chief of police. Leyzaola will be in charge of the 2,600-officer force charged with maintaining public order.

As public safety secretary, Capella would take on a more political role, serving as a link between the mayor and different sectors of the city on issues pertaining to public safety.
